Thanks to all who responded to my question.  I figured out the problem
about half an hour after I posted.  DMS wants to unpack to a floppy, and
only a floppy.  4.03 is now successfully installed.

So here's another one:  when I select a Bernoulli drive from the 4.03
switcher -- a drive that contains lots of 3.5 files, framestores,
projects, etc. -- the switcher hangs.  I can go out to the Workbench,
move files, do other things, but the switcher goes to sleep, and I have
to reboot to continue.

It's not like the Bernoulli disk is damaged -- the files can be read
just fine from within 4.03 TPaint, Lightwave, or CG.  But I can't load
old framestores from the 4.03 switcher -- it won't show anything off
that drive.  It's a problem.

Any ideas?  I've tried copying the ".i" files for the pertinent folders,
from 4.03 to the Bernoulli.  I've tried viewing the files in small form
using the right-hand Amiga key.  No dice.

know.
